But if rents are already unattainable, then 80% of that is still out of reach for many.

There's also the concept of rent geared to income, like Habitat for Humanity's model, which caps housing costs at 25% of monthly income. Yet, even these measures can't fully capture what "affordable" truly means for each individual or family. The real question is: what does it take to live comfortably?
